Massachusetts categorizes certain acute hospitals as High Public Payer hospitals (HPP) for the purpose of setting MassHealth rates.
To qualify for the High Public Payer Hospital Supplemental Payment, a hospital must have received more than 63% of its Gross Patient Service Revenue in FY22 from government payers and free care, as determined by the Executive Office of Health and Human Services (EOHHS) based on the Hospital’s FY22 Massachusetts Hospital Cost Report.
It should be noted that Centers for Medicare and Medicaid Services (CMS) determines a hospital’s DSH status according to different criteria.
