The Quality Measure Catalog is a voluntary survey—administered jointly by CHIA and Health Policy Commission (HPC)—that collects information on which quality measures payers have included in their global budget-based risk contracts with health care providers for the upcoming year. The survey is used to assess payer adherence to the Massachusetts Aligned Measure Set —a limited set of high-priority quality measures recommended and annually updated by the EOHHS Quality Measure Alignment Taskforce

Health care quality measurement serves an important role in ensuring that patients receive high quality care, identifying areas for improvement, and facilitating accountability. The shared results from the Quality Measure Catalog aids Massachusetts policymakers, health care providers, payers, and other industry leaders in identifying opportunities for improvement and encouraging accountability across the payer and provider community.

CHIA’s latest interactive dashboard, produced in collaboration with the Health Policy Commission (HPC), presents information about the composition of the Aligned Measure Set for contract years 2021-2024 as well as overall payer adherence to the set. An overview of the measure alignment initiative, including survey results and methodology can be found in the executive summary
